September 19, 2018 – During the oath - taking of the Liga ng mga Barangay where Presidente Duterte delivers a speech, the President acknowledge the effectiveness of performance of Barangay officials about their active assistance and governance in their jurisdictions, for, without them, nothing good will happen.
The president also acknowledges the presence of the presidential adviser for political affair Francis Tolentino for doing well in his job.
Upon acknowledging everyone, the President speaks about law and order that if as long as the government officials were not able to impose it, the country would be in chaos. He also includes that as long as there is corruption, we have to forget about dreaming of a place for our children and their children in the years to come.
As the speech progresses, President Duterte sighted the Commission on Audit as an example of the problem regarding on bureaucracy. Later on, President Duterte mentioned Heidi Mendoza, the former commissioner of COA. President Duterte said – “I’d like to tell her, you know when I was a prosecutor of Davao and at the same time I was a Special Tanodbayan Prosecutor. The Ombudsman at that time was called Tanodbayan. I was the one of the two, the other one is Judge Natates but before he became a judge, he was first a prosecutor somewhere in Zamboanga and we use to prosecute cases originating from Mindanao. That is why for safety reasons or whatever, what is that thing called circular? I have seen in a matter of months, the same circular convicting them, you know in the provinces, if the Mayor said you have to sign this, the auditor and the treasurer will surely sign it. But when the bomb takes off, this Mayor and Governor will go. That is what I mean. She (Heidi Mendoza) cannot give me a lecture about that thing because I was ahead of her by a mile in understanding the nitty-gritty of that circular thing.”

President Duterte also added that he is speaking of the people who cannot defend themselves properly. He insists that he was not criticizing but he was mad because of certain regulations that must comply. Although it is required, the point of the President is simply giving the people what they need (for food and everything).
