Philippines October 2, 2018 – President Rodrigo Duterte identified that Samar is included as the mostly camped spot by the NPA. Therefore, the President commands the military at camp Juan Ponce Sumuroy to neutralize the rebels.
On the Speech of the President, he stated that the NPAs did nothing but to terminate. The president also concluded that crime prevention is not effective at all to stop these rebels. He also said – “hindi pa kayo nagsawa? Hindi naman kayo manalo. We are not into a crime prevention. Pati ang pulis kasali na. It’s neutralization. Then we can solve the problem. There is no crime prevention because the crime is being perpetuated twenty-four hours a day.”
English translation – “are you not done yet? You can’t even win. We are not into a crime prevention. The police are also involved. We have to neutralize them so we can solve the problem. There is no crime prevention because the crime is being perpetuated twenty-four hours a day.”

President Duterte is very aware that he may be discriminated and criticized on his command to neutralize the rebels but he insists that he knows what he is doing. He also added that he is guiding the military on what is practical, true, and legal.
